According to the "Approval of 2012 public service platform for SMEs construction plan" by the Ministry of Industry and Information Technology, and to meet the need of constructing the service system for SMEs in Yunnan province, it has been decided that Yunnan would build up a "1 16 13” model public service platform for SMEs in two to three years.

This model refers to a provincial-level service platform at its center, 16 city-level comprehensive services platforms, and 13 provincial-level key industry service platforms. All platforms will cooperate with each other and share resources and information.

Currently, platforms at Kunming, Qujing, Yuxi, Baoshan, Wenshan, Lijiang and Kunming International Petrochemical have completed their construction and started trial operations from April of this year. Through integrating an online service hall, multimedia terminals, mobile terminals, a service hotline, these platforms carried out a total of 1,232 public service activities covering training, consulting, investment and financing, entrepreneurship, information, and technology for 9,730 SMEs and 28,317 practitioners.

The official operation of Yunnan SMEs public service online platform will provide more channels to meet SMEs' demands, and effectively improve the government's public service. It will also effectively integrate service agencies, including information inquiries, technical support, investment financing, management consulting, business set-up consulting, marketing, staff training, and legal services, with the expectation of accelerating the construction of a service system for SMEs.

Meng Jiyao, and Su Zhengguo, director and deputy director of Yunnan’s investigation group that is accelerating the development of the non-public ownership economy, attended the launch ceremony.
