Hebei Administration of Foreign Experts Affairs issued the first Foreigner’s Work Permit in Hebei province to Yunkyeong Mun, a Korean teacher in Hebei University of Science and Technology, on November 7. The permit marks the beginning of a new era in management and service work for foreigners in Hebei province.
Wang Zhongqun, administrator of the Hebei Administration of Foreign Experts Affairs, presented the work permit to Yunkyeong Mun and thanked her for her contribution to the development of Hebei University of Science and Technology. Yunkyeong Mun said that she was honored to be the first person to receive the permit.
Hebei is one of the pilot provinces launching the new policy for Foreigner’s Work Permit. The former double-track work permits, involving border entrance permit and foreign experts permits for overseas employees in China, was streamlined into one system under reforms initiated by the State Council and implemented by the State Administration of Foreign Experts Affairs.
The application materials and time needed are greatly reduced under the new policy. High-end foreign experts need to wait for only five working days, while general foreign experts need to wait for ten working days. Hebei’s Administration of Foreign Experts Affairs will entrust the work to local departments next year for the convenience of foreigners in different regions.
