Shanxi encourages more people in e-commerce

Shanxi province in North China vows to guide and support more migrant workers, university graduates and ex-servicemen to start businesses in their hometowns.

On Dec 3, the provincial government released an official document about suggestions to support these groups of people’s start-ups. The document indicated that priority would be put in e-commerce, with supports from policy to capital.

The province plans to establish an e-commerce support system in order to provide better start-up services, covering from professionals’ traning to marketing service.

Authorities will also spend more on Internet construction to upgrade Internet services.

It will raise spending on transport and logistics, and cooperate with local governments and rural cooperatives to develop smart e-commerce and improve rural logistics.

The province will offer specific training for new start-ups based on local conditions and different needs of migrant workers, graduates and ex-servicemen..

Also, the migrant workers, graduates and ex-servicemen will be included in local public service system and have access to local public services such as employment and social security. .

New businesses in emerging industries such as e-commerce will be included in social security, and the province will build a guarantee system to relieve business risk in start-up. .

The province encourages social organizations and agencies to provide services for start-ups, and will grant subsidies for those with distinguished services.

The government will include these start-up projects in industrial development capitals and investment funds, and streamline the procedures for such capital support.
