Shanxi province will build 2,400 rural daycare centers for the elderly by 2020, so as to reach the goal that service facilities targeting the elderly will cover 60 percent of local rural communities, according to Shanxi Civil Affairs Bureau.
Each rural daycare center for senior residents will have a village-level government official and a cook. With the agreement with local daycare centers, elderly residents can enjoy accommodation and various recreational activities.
Health records will be kept for senior residents living in daycare centers and joint emergency treatment programs with medical institutions will be carried out in the meantime.
To solve the problems of operating rural daycare centers, the management of the existing centers and those to be built will be classified into care centers and activity centers based on whether the centers provide meals or not.
For the centers offering meals, the government will provide a subsidy of at least 30,000 yuan ($4,580.86) per year, instead of the current 20,000 yuan supporting the operation of daycare centers. The elderly activity centers which don’t provide meals will receive a subsidy of at least 10,000 yuan per year.
