Shanxi: transport development in the 13th Five-Year Plan (2016-2020)

Li Zhengyin, head of the Transport Department of Shanxi Province, said at an industrial meeting held in January that the province will advance the development of its transportation industry in six aspects during the 13th Five-Year Plan (2016-2020).

The six developmental aspects are innovation, coordination, green transport, openness, development with benefits shared by all, and honesty and safety; all of which serve as guidance for the future direction of the industry.

Innovation: There will be innovation in concepts, institutions, technology, and culture in the transportation industry of Shanxi province. A combination of Internet and transportation will be promoted to expand development and enhance efficiency.

Coordination: Over the next five years, Shanxi will promote comprehensive and coordinated transport development both in urban and rural areas by highlighting advantages of each different mode of transportation and realizing a rational division of labor and efficient cooperation.

Green transport: The transport industry has no other choice but to abandon its traditional mode of development through resource consumption and scale expansion. It needs to develop city public transportation, modern logistics, and drop and pull transport to increase efficiency and reduce cost. Energy saving transportation equipment like new energy vehicles along with other environmental protection systems will work together in this aspect.

Openness: Shanxi can expand connection with other regions and optimize its regional development planning by taking advantage of China’s strategies such as the Belt and Road Initiative, Circum-Bohai Sea Region Cooperation Development, and the Integration of Beijing-Tianjin-and Hebei province. It can build itself into a transportation junction and an important regional hub connecting all directions.

Development shared by all: The development of the transport industry is for the people and by the people and its fruits should be shared by the people. More efforts will be needed to realize equalization of transport public service so that the development benefits everyone.

Honesty and safety: The development of transportation calls for honesty and integrity to curb corruption. At the same time, construction and transportation safety is equally important.
