He was born in November 1963 in Zizhou, Shaanxi province. He studied nomology at Renmin University of China and has a doctorate degree in law. Hu began his work in July 1987 and joined the Communist Party of China in December 1983. He is now a full-time member (vice-ministerial level) of the judicial committee of the Supreme People's Court, secretary of the Leading Party Members Group and president of the Supreme People's Court's Second Circuit Court and a Grand Justice of the Second Rank.
