Zhou Qiang, president of the Supreme People's Court, gave an online lecture on the Civil Code for courts nationwide on June 29.
He called for courts to learn and implement the code with correct understanding of its core values and adherence to a people-centered approach, and to apply it in civil case trials.
In hearing civil cases, courts should ensure legal principles and provisions matched, connect previous laws with new ones, take both morals and laws into consideration and combine the code and civil cases trial experiences, said Zhou.
Courts should deeply understand the new theories, spirits and principles of the code and serve the overall national interests. They also should improve the civil case trial system and sort out and clear judicial interpretations and policies to ensure the code is implemented smoothly and correctly.
Smart court construction should also be strengthened, including data integration, online services and application of artificial intelligence and big data to ensure strong scientific support for correct and accurate application of the code.
Courts should enhance training on the code and strengthen supervision, investigation and surveying of main trial areas to comprehensively improve civil case hearings.
In addition, a one-stop diversified dispute resolution and litigation service system should be established and strengthened.
At the same time courts should promote code publicity and cultivate a sound atmosphere of respecting, learning, observing and using the code so that it becomes really immersed in the public's daily lives.
