Ensuring good city planning and construction

The city will focus on the implementation of the Tai'an's Strategic Planning for Integrated Urban and Rural Development in 2019 to improve its city planning.

To improve its living environment, Tai'an will speed up the construction of the highway network, natural gas storage and peak-shaving facilities, the heat source plant in the western part of the city, and the waterworks in the Culai Mountain and Dawen River scenic area, as well as the laying of heating pipelines in the eastern part of the city and the renovation of its old town.

Seeking progress in the three tough battles

Tai'an will seek progress in the tough battles against risks, poverty and pollution by consolidating the present achievements and tackling major problems.

To prevent and defuse risks, the city will enforce financial supervision and establish a financial risk prevention and control system, intensify special efforts to improve road traffic, coal mines, non-coal mines and construction sites, ensure food safety and the quality of medical instruments, advance the establishment of a public legal service system and legal education, and improve the social credit reward and punishment system.

Projects for the relocation of the poor in Dongping county, removal project on the reaches of the Yellow River, and risk avoidance and problem solving for immigrants are three major tasks in the tough battle against poverty that the city must handle in 2019.

The city will coordinate efforts to control industrial and mobile pollution sources, the burning of straw in rural areas, and the use of fireworks and firecrackers to ensure the constant increase of days with good air quality and win the battle against pollution.

Deepening reform and opening up

Tai'an will deepen its reform and opening-up to invigorate economic and social development.

The city will finish the comprehensive reform of government agencies to improve the governmental efficiency. It will also promote the reform of budget management and accelerate the establishment of a modern financial system.

Policies to cut taxes and administrative fees will be implemented to enable enterprises to achieve greater self-development abilities. The city will also stick to the incentive policies for the private economy and encourage private enterprises to build a modern enterprise system in order to boost innovation in technologies, management and products.

The city will further its opening-up. By making full use of international events, including the (Hong Kong) Shandong Week and the China International Import Expo, the city will attract more foreign investment and utilize the foreign capital to promote the city's development.

It is expected that by the end of 2019, there will be more than 100 new authorized import and export enterprises.
