We, representatives from wide circles of China and Pakistan, gathered in Karamay, Xinjiang on 11th and 12th August, 2015, for the China-Pakistan Economic Corridor (hereinafter referred to as the CPEC) International Forum. In-depth and fruitful discussions were held under the theme of Strengthening bilateral cooperation for jointly promoting Economic Corridor to build harmonious, better and prosperous future.
Recalling that the ancient Silk Road is the shared cultural heritage and historical wealth of countries along the Road that embodies the spirit of peace and cooperation, openness and inclusiveness, mutual learning and mutual benefit.
Appreciating the proposed Silk Road Economic Belt and the 21st-Century Maritime Silk Road (hereinafter referred to as the Belt and Road) carry on the spirit of the ancient Silk Road. The Belt and Road Initiative represents a visionary blueprint for countries along the Silk Road to build a community of shared interests, joint responsibility and common destiny marked by high level of political mutual trust, economic integration and cultural inclusiveness.
Reiterating that the implementation of the CPEC consists of an integral part of the broad consensus reached between respective leaders during Chinese President Xi Jinping’s landmark visit to Pakistan in April 2015. The CPEC is also the flagship project of the Belt and Road Initiative and its success will bring an important leading and demonstration effect on other countries along the Silk Road.
Stressing the principle of “Jointly building through consultation to meet the interests of all” should be adhered to during the whole process. Concerted efforts should be made to achieve major goals in policy coordination, facilities connectivity, unimpeded trade, financial integration and people-to-people bonds aiming at promoting the common development of both countries and even the entire region.
Therefore, we commit to take concrete actions in the following areas:
1. Deepening policy coordination. We encourage the political leaders, entrepreneurs, media representatives and scholars from both countries to carry out various kinds of policy dialogues and exchanges and offer proposals among major development strategies and projects planning integration of two countries to promote the top-level design of the implementation of CPEC.
2. Carrying out proactive cooperation. We aim to offer an interactive platform for business community and think tanks from both countries to share information, realize mutual complementarity, explore cooperation opportunities, and to actively launch mutually beneficial cooperation in such fields as infrastructure, information technology, electricity, energy, agriculture, aquaculture, e-commerce, education, vocational training and climate change.
3. Strengthening capacity building. We commit to deepen cooperation between our two countries in multiple fields and at various levels through highlighting the key roles of women and youth and enhancing the pertinence, effectiveness and practicality of the human resources building in order to meet the demands of the CPEC implementation.
4. Promoting scientific research and innovation. By taking the opportunity of the CPEC development, our two countries will promote the smooth flow of new production factors such as science and technology, capital, management expertise and talent, and information, and implement international cooperation covering joint research and development (R&D), technology transfer, commercialization of R&D results, standardization and promoting innovation through exchange of ideas and experiences.
5. Consolidating people-to-people exchanges. We should vigorously promote the communication and mutual learning between our two countries in education, culture, tourism, media and sports fields. We attach great importance to a wide participation of the community and the public, particularly women and the youth, aiming at promoting mutual understanding and consolidating public opinion, so that pass the torch of China-Pakistan friendship on from generation to generation.
6. Expanding platform for dialogue. We call for the institutionalization of the Forum and convene it on a regular basis. The forum provides a dialogue and cooperation platform for China-Pakistan Economic Corridor and the Belt and Road Initiative. The forum can be used to integrate all kinds of resources and encourage wide participation from multiple stakeholders to jointly build CPEC through consultation and meet the interests of both countries.
Karamay is the only city in the world named after its oil fields, a city established in the response to the needs of times. Gwadar Port is a city in the world named after its wind, a city came into existence as the situation requires. The corporation of both cities will make them the model of cities in various fields, and will be recorded in the written history of both countries and drawn worldwide attention.
Karamay, Xinjiang Forum shall continuously offer enormous opportunities, abroad development space as well as solid people’s welfare for the implement of China-Pakistan Economic Corridor and the Belt and Road Initiative.
