Second, build a financial service center to solve funding problems for the medium-sized and small scientific and technological enterprises.
Third, promote the construction of ten major projects each valued at more than 100 million yuan ($16.1 million) and increase the investment in infrastructure construction by 30 percent.
Fourth, strengthen investment promotion with the focus on the development of an industrial cluster and an extension of the industrial chain. In particular, the Zone will concentrate on bio-pharmaceuticals, new materials and information technology.
Fifth, increase input on education, construction of medical institutions and renovation of shanty towns in the Zone.
