Bio-industrial base
Taking advantage of its rich biological resources, Pu'er has created its own place in bio-industry concentrating on the plantation, processing and trade of tea and coffee, biological pharmacy, rubber, silkworm, and more. In recent years, new regulations have been implemented in China concerning the green bio-industry, especially regarding the industries of tea and coffee, and Pu'er is the first location to carry out reforms in clean production for tea plantation. A biodiverse environment was created by planting local trees, feeding chicks in tea gardens and getting rid of insects with methods that do not involve chemicals. In recent years, measures have been taken to reduce the use of pesticides and chemical fertilizers in Pu'er, and this involves an ecological tea plantation of 90,667 hectares, a pollution-free tea plantation of 35,800 hectares, and an organic tea garden of 7,867 hectares. Pu'er has built and developed 109 tea primary processing workshops, created instant Pu'er tea 'Deepure', carried out recycling tea leaves, and increased the use of solar energy in tea processing. In addition, ecological coffee gardens with an area of 13,333 hectares have been created and the green pharmaceutical industry has been developed. Pu'er is the largest national base of Pu'er tea, and a key base of artificially propagated dendrobium. It is also known as the capital of coffee in China.
Forestry base
Pu'er has an ideal climate that has enabled the city to speed up the development of the industrial raw material forestry base. It has been selected as a forest classification operation demonstration area in China. The development of these industries involved the implementation of industrial upgrading and optimization, elimination of outdated production facilities, and the closure of more than 200 forest processing companies. All the companies in these fields reached the required standards in sewage processing and the adequate utilization of forest resources has been implemented. The utilization rate of 'three sorts of leftovers' was above 85 percent. In 2012, the total value of the industry output reached over 8 billion yuan ($1,301,600,000).
Clean energy base
Pu'er is committed to the development of green energy, especially hydroelectric power. The electrical grid has been largely expanded and the total installed capacity of hydroelectric power reaches 5,500,000 kw, which covers both the urban and rural power system. The electricity consumption accounts for 25.9 percent of the total electricity generation. Pu'er is a key base for the implementation of the strategy of power transmission from west to east and from Yunnan to other locations. In addition, there is an emphasis on the development of projects relating to wind power, solar energy and biomass energy.
Recreation and vacation base
Pu'er positions itself as a 'paradise for a serene retreat' and aims to become an international tourism destination. The cultural tourism projects in Pu'erinclude a project for 'tea ancestors' in Biansan county, Pu'er national forest park and Pu'er recreation and health preserving holiday resort. Several scenic spots have been established, for example, Jingmai Mangjing scenic spot, National Unity Garden, Mojiang International Twins Culture Garden and Lancang Lahu Garden. In 2012, Pu'er welcomed 8,235,000 visitors, a year-on-year growth of 47%, generating total income of 5.09 billion yuan ($828,143,000) - a year-on-year growth of 72%.
