Pu'er has focused on building a national pilot green economic demonstration zone in recent years. It has lead in ecological construction and environmental protection, green industry base construction and the green development mechanism. It has made remarkable achievements.
Ecological environment has continuously been optimized. The city continues to strengthen ecological construction and environmental protection, and vigorously implement ecological migration and forestation. It has successfully transformed into a national garden city, upgraded urban landscaping, and built a sound ecological life and landscape system that covers suburban and urban areas. The city has carried out pilot work to build a national civil city of water ecology, as well as water circulation and river way comprehensive treatment. It has successfully built itself into a national model in circular economy, promoting green and low carbon circulation development. A total of 16 national, provincial and county-level natural reserves have been established, covering a total area of 142,000 hectares. Forest coverage rate reaches as high as 68.7 percent across the city.
Four big green industrial facilities are taking shape. At the moment, the city's coffee planting area, yield and quality lead the country, and the city has been named a city of coffee in China. Pu'er coffee has become a national geographical indication trademark. The city has the biggest Pu'er tea and dendrobe plantation facilities. Hydropower reserves are expected to hit 15 million kilowatts across the city. Water and electricity installed size stands at 8.25 million kilowatts, making the city an important energy base. The city also has a modern forestry development model, with pulp paper fiber as a pillar economy, forest boards and related products on the side, and a distinctive forest-related economy serving as a complement. The city's forest ecosystem service is the only one of its kind in Yunnan. A batch of tourism culture, leisure and health care products, such as Pu'er national forest park and Pu'er leisure and health care tribe, have turned the city into a fascinating destination for tourists. The city's 10 counties and districts have all built a green industrial zone, paving the way for green economic cluster development.
The green development mechanism has been gradually established. Pu'er city has built a leadership coordination mechanism for green economic development, an interdepartmental linkage mechanism for work advancement, a dual-responsibility system for environmental protection, and a supervision mechanism involving the public. It has fully carried out a green enterprise access mechanism as well as backward production capacity exit mechanism, and is exploring to establish a green GDP evaluation index and evaluation method. The city has formulated a main index system of green economy, a list of low-toxicity and low-residue pesticides and fertilizers, tea and coffee quality inspection standards, and urban green and blue lines management. The long-term green economy development is taking shape step by step.
