First, it was his fault the (bank) card was lost. It was not the fault of the bank; second, banks in all nations have the same policy, and third, there is much fraud, so banks have to be very cautious with depositors' money. Fifteen days is not too long to wait until the bank can issue a new card and verify that the lost card has been canceled and can no longer be used.

This happened to me just the other day, as ATMs in China don't have an alarm installed to remind you to take your card - such a simple thing.

I had my card stolen and when I went to report it with my passport they still said I couldn't get any money for 15 days. I had to get friends to pay for every meal I had for two weeks. It's a very stupid policy.

For expats, it's time to plan ahead. I always worry some ATM machine might eat my card, so I opened a second bank account so that I will always have money in an emergency. The card for that account remains safely at home.

I perfectly agree with "Tom" (talkback, May 17), and since the smoking ban came into effect I have been protecting my rights as a non-smoker in restaurants with clearly visible no-smoking signs. I either ask customers to extinguish their cigarettes or ask waiters to enforce the smoking ban. Why are more people not being more proactive? How about when entering a restaurant asking staff about whether they enforce the smoking ban and leaving right away if they don't? They might become more active if people don't enter where the smoking ban is not enforced. Non-smokers: don't stay passive.
