Beijing in research of Olympic related legislative matters

During the law-making process for the Olympic Games, research will be done to provide legal guarantee for the preparation and staging of the Games, according to a Beijing municipal official.

Zhou Jidong, director of the Beijing Municipal Legal Affairs Office made the remarks at a press conference in Beijing on Wednesday.

"The 2008 Olympic Games will be held in China, so all activities around the Olympics will be carried out under the current law of China. At the same time, we need to consider the conventional practice of the Olympic Games and the commitment made by Beijing in the co-host cities' contract," Zhou said.

The reason that Olympic-related legislative matters are being put on the agenda is that in China, the administrative functions of the government are carried out in accordance with law, said Zhou, adding that every aspect of the preparatory work, the staging of the Olympic Games, and the support and services for the event should be conducted according to law.

The main task for the Olympic-related legislation requests the wide gathering of the issues which need to be covered in the legal frame, as well as the in-depth study and analysis of the issues to seek a solution to them, he said.

Those matters falling under the jurisdiction of the State Council or its ministries should be forwarded to them for instructions, he added.

Seeing the Olympic-related legislation a serious and complicated matter, Zhou said the law-making process should abide by relevant laws and regulations.

Updating on the municipal government's work, he said various municipal departments, the Beijing Organizing Committee for the Games of the XXIX Olympiad (BOCOG) and the communities have put forward a number of issues that need to be solved or cared about. The government will provide corresponding suggestions after in-depth research and analysis and access to wide-ranging opinions.

"Following experts' argumentation, my office will make suggestions to the municipal government on the issues which surely need to be solved through legislation, and the government will make relevant decisions. If some issues need be solved through local regulations, then the Standing Committee of the Municipal People's Congress will study them and make decisions," he said.

Zhou described a media report saying Beijing will persuade one million migrant workers to return home during the Olympic Games as groundless and irresponsible. The Beijing CPC committee and municipal government have reiterated that the 2008 Olympics is a grand gathering for the whole nation, and the host city of Beijing will be more open-minded to the nation and the world, he said.
