Scaring corrupt types not enough

Hong Zhaoguang, chief expert of the Ministry of Health, recently said corrupt officials live shorter lives than most because they are constantly under enormous fear and pressure. But saying this to scare them is not enough to curb corruption, says a commentary on the website www.qh.xinhuanet.com. Following is an excerpt:

The theory of Professor Hong may apply to some psychologically weak officials.

However, many unscrupulous types may feel at ease when they pocket bribe money, sound in the knowledge they can afford superior medical care.

We still need to depend on the rule of law to deter and punish corruption.
