Comment on "Make law work for foreign workers" (China Daily, July 21)
No non-native worker who actively and purposefully contributes to the welfare of a country and its citizenry should be considered a guest. A guest implies that a person is in a place only at the invitation of the host who has certain obligations toward the invitee. The guest has certain standards of behavior to follow and the host has certain standards of treatment to offer.
Foreign workers who make serious financial and social contributions to a country should be considered "rent payers", formalizing the relationship a great deal more. That would increase foreigners' obligations toward China and accord them more protection from the State.
