Comprehensively deepening reform 全面深化改革 (Quan mian shen hua gai ge)
The Third Plenary Session of the 18th Communist Party of China Central Committee, which concluded on No 12, issued a Communiqu and a Decision, laying down broad policy directions for comprehensively deepening reform and further opening-up. The Decision is widely regarded as being the blueprint for China's future development.
To carry out more systematic, integrated and coordinated reform, a new top-level team is being established to lead comprehensive reforms. The team will take charge of arranging, coordinating, and supervising the overall reform design and implementation of reform plans.
Reform of the economic system is the focus of the reform agenda, with the core issue better handling of the relationship between the government and the market. Since 1992, when the country set out to build a "socialist market economy, the market has been playing a 'basic' role in allocating resources ", China's new leadership now wants market forces to play a "decisive" role in the distribution of resources.
The other reform areas laid down in the Communiqu include granting farmers more proprietary rights, changes to the finance and taxation systems, creating a fairer social welfare system, better urban and rural integration, a comprehensive environmental protection regime, deepening law enforcement with independent justice, protection of human rights, as well as setting up a State security committee.
