Should children be raised by their grandparents?

Grandparents are indeed an important part of a growing child's life. But in my case they are so indulgent that it can really get very annoying. I am unable to discipline my daughter and inculcate good habits as they indulge her every whim and it is to them that she runs when she gets in trouble.
