I live in NC and all winners must release their name and city. I'm not sure if the photo is mandatory, but there sure are a lot of photos of winners on the state's lottery site. I hope that more states make changes to their policies and allow winners to remain anonymous. I know from their standpoint, they want to gain the trust of lottery players by showing the winner's faces and ensuring everyone that real people are winning.
