Should the well-educated have more children?

It is discrimination that will cause social turbulence, and probably does not work anyway. Singapore issued a similar policy in the 1960s that only people with university diplomas were allowed to have a second child and the government offered some subsidies, but many well-educated people still chose not to have babies.
