Because the offenders are juveniles, rehabilitation rather than punishment should be considered. Unlike in America where juvenile records are sealed once the offender turns 18, the offenses should become part of their permanent record so that they will remember it for their whole life. Maybe that would make them think twice. Those that taunt and tease, sometimes cruelly, but do not cross the line into physical assault, need help and understanding, not punishment. That would only bring out their latent aggressive traits.
