Should exam cheaters be sent to jail?

I would say it depends. If it is a regular test, then disqualify them from the test they have taken in which they have cheated and arrange for them to sit for it again. But for a nationwide test such as Civil Service Exams or national college entrance exam, the cheaters should be severely punished, as they would have a negative impact on the whole society.
