The Shanghai government announced a plan yesterday for qualified experts to permanently reside in the city, with detailed regulations on the move out before the end of next month.

According to the plan, highly skilled professionals who hold a Shanghai residence card and meet several other standards might be able to convert their temporary permits to permanent residency this year.

"Shanghai should become a stage on which talent from all over the world can work and freely start up their own businesses," Mayor Han Zheng was quoted by the Shanghai Daily as saying at a press conference at the Shanghai People's Congress's annual session.
