3. Enhancing instruction to local trademark administration, and achieving initial success in carrying out the Trademark Strategy.
3-1. Promoting implementation of the Trademark Strategy by strengthening the Trademark Strategy training. After hearing suggestions from local AICs, a training plan was formulated for directors of AIC offices at province and municipal level, aiming to train all the deputy directors responsible for trademark affairs within November 19th to 22nd, A training course on Trademark Strategy and the protection of Expo 2010 Logo was held at China Executive Leadership Academy, Pudong in Shanghai.
Three years so as to dramatically upgrade implementation of the Trademark Strategy. Between November 19 and 22, for example, Nation-wide Training Program on Trademark Strategy and Shanghai Expo Logo Protection for AIC System was held in Shanghai, attracting more than 200 local officials. The training was an important measure to further carrying out the National Trademark Working Conference, and the agreement between SAIC and Shanghai Municipal Government on Shanghai Expo Logo Protection.
3-2 Enhancing instruction to local trademark administration to support local government in carrying out the Trademark Strategy. In July 2009, provincial-level AIC offices set up leading group for the Trademark Strategy, made out relevant policies to promote local trademark course in line with the National IP Intellectual Property Strategy. Director General Li Jianchang and deputy Director General Zhao Gang, Lv Zhihua and Guo Lianlian of the Trademark Office had ever attended working conferences, forums, seminars, training programs held in provinces of Yunnan, Sichuan, Fujian, Jiangsu, Anhui, Jiangxi, Shangxi, Hunan and municipalities of Beijing and Shanghai, as well as autonomous regions of Xinjiang and Ningxia. They also gave lectures in Shenzhen for local trademark directors to promote local trademark strategy progress.
By the end of 2009, 24of 31 China’s provinces, autonomous regions and municipalities under the Central Government had established the leading groups, and among them, Tianjin, Chongqing and Ningxia, the group’s leader was vice mayors or vice governors, meaning the Trademark Strategy implementation becoming part of local government work instead of AIC offices. Leading groups in other 21 provinces and municipalities were led by directors of local AIC offices. The remained provinces and regions are busy with setting up the leading group, with Guangdong and Jiangsu will have provincial governor as the group’s leader respectively. Tianjin and Ningxia had issued relevant documents by the end of 2009 about carrying out the Trademark Strategy in the name of local governments; ten provinces and municipality, such as Beijing, Zhejiang, Sichuan, Fujian, Chongqing, Guizhou, Tibet, Hainan and Qinghai, formulated their documents in the name of AIC office, and then transferred to each cities and counties as provincial government documents. Other provinces and regions will soon finish their documentation and formally start their programs. Local trademark plans, in general, have two characteristics: fully understand the national Trademark Strategy and its Implementation Measures; and combine local situation and specialty so as better to promote local economic development.
