The 2010 China (Chengdu) Headquarters Economy Development Forum was held in Chengdu, Sichuan province, on August 12-13.

Jointly held by Chengdu Municipal People's Government and the Institute of Market Economy Research of the Development Research Center of the State Council, the forum focused on headquarters economy development patterns.

Zhao Hong, founder of "Headquarters Economics" in China and director of China Headquarters Economy Research Center of the Beijing Academy of Social Sciences, summed up four strategic values of Headquarters Economy at the current stage in China.

In May 2002, Zhao made a proposal, to "innovate the organization patterns of machinery manufacturing industry in Beijing by the concept of headquarters economic theories," and "for these machinery manufacturers that shall not develop in downtown Beijing, keep headquarters/home offices in town, while relocating their manufacturing processes to suburban areas or surrounding areas of Beijing, so as to realize the separation of home offices and manufacturing facilities," thus coining the concept of headquarters economy.

In this aspect, Chengdu has built a significant number of headquarters economy bases such as the Qingyang Headquarters Industrial Park and Chengdu Longtan Headquarters Economy Town within a short period, thus leading the nation in the development of headquarters economics, said deputies to the forum.
