Shanghai hopes to develop Lujiazui as its core functional area for international shipping. To accomplish this goal, Lujiazui Shipping Center worked extensively to recruit talent in 2011. Pudong New Area developed the key shipping layout of the region in 2011, building Lujiazui High-End Shipping Service Clustering Zone. It used the Yangjing area as the main carrier and arranged other surrounding areas in accordance with the central layout. The layout allows shipping to expand beyond logistics distribution centers to high-end shipping service industry enterprises. The layout has created a strong foundation for the industry’s future in the area.

Shipping service enterprises in Lujiazui Finance and Trade Zone totaled 438 in 2011, up 11.2 percent year-on-year. Shipping service enterprises in Lujiazui accounted for 28.5 percent of all shipping service enterprises in Pudong New Area. The cumulative total assets of 98 above-scale shipping service enterprises were 270 million yuan ($42.92 million) and have steadily increased by 5.2 percent. Throughout 2011, 98 above-scale shipping service enterprises altogether realized operating income of 17.22 billion yuan ($2.74 billion), up 10.1 percent year-on-year. Two-digit growth rates have been maintained for three consecutive years. Though income of shipping service enterprises was high, total profit was not. Total profit during the year reached 1.27 billion yuan ($202 million) and only accounted for 7.3 percent of total operating income. In 2011, persons employed by the 98 above-scale enterprises in Lujiazui Shipping Center reached 26,044, steadily increasing by 4.2 percent. Enterprises mainly engaged in goods agency altogether employed 15,072 persons, accounting for 57.9 percent of the total number. The per capita annual income was 65,000 yuan ($10,333), roughly the same as the previous year.

The Yangjing area lies in the northeast of Lujiazui. It faces the shipping cluster in the Northern Bund of Shanghai across the Huangpu River. There are many institutions here related to shipping functions, including the Shanghai Branch of the China Classification Society, the Ship and Shipping Research Institute of the Ministry of Transport, the Third Shipping Bureau of the Ministry of Transport and various shipyards. There is still sufficient development space in the Yangjing area; 221.5 hectares of land is available for development and construction. Besides meeting demands of public service facilities in the area, the land can also be developed as commercial auxiliary areas to complement the shipping service area.
