Jiangsu to ease Certificate of Origin application limits

Jiangsu Entry-Exit Inspection and Quarantine Bureau announced reforms on the issuing of Certificate of Origin (C/O) on August 19. The deregulation measures will allow producers without certificates of foreign trade dealers - including individually-owned businesses - to apply for the certificate.

The reform was implemented to facilitate the C/O application process for enterprises, liberalize restrictions on access qualifications and provide more opportunities for more businesses.

The bureau also promised to shorten the response time to two weeks in replying C/O-related inquiries from foreign customs, which will help reduce the cost and enhance clearance efficiency for exporters.

In printed form or as an electronic document, the Certificate of Origin is used in international trade to affirm that exported goods have been produced, manufactured and processed in a particular country. Such certificates are instrumental in proving goods of certain origin fall within the framework of bilateral or multilateral free trade agreements (FTA) and other preferential tariff treaties.
