Zhongguancun is attractive to innovative talents

The Zhongguancun Index 2016 was released at the Second Mass Entrepreneurship and Innovation Week launching ceremony held on October 12 in Zhongguancun, a major high-tech zone in Beijing.

Zhao Hong, vice president of the Faculty of Social Science and a developer of the Index, explained that “Zhongguancun Index” refers to an index illustrating the latest trends and features of Zhongguancun innovation development. The index shows that Zhongguancun did well this year, especially in talent recruitment.

“Zhongguancun expanded its talents scale and reserve talents resources through international introduction and creating a “working aboard” environment,” Zhao added.

The Ministry of Public Security promulgated and implemented 10 immigration policies in Zhongguancun at the beginning of this year. The policies clarified the requirements of obtaining a permanent resident card (“green card”) for international senior talents and their spouses and minor children. Applicants need only meet the general requirements and obtain a Zhongguancun Management Committee’s reference.

Out of a total of 505 “green cards” issued in the past six months, 263 were issued through the talent recruitment of enterprises like Baidu and Lenovo. Zhongguancun has been a preferred destination for senior talents in innovation and entrepreneurship fields.

In addition, Zhongguancun established a market-oriented talented person incentive mechanism benefiting a number of researchers and executives with an average of 536,000 yuan ($79,703).
