Overall planning, strategic mission of Changchun New Area

• An impetus for the further rejuvenation of Northeast China's old industrial base

Under the new normal, it's necessary to find new impetus in the development of Northeast China by integrating and promoting traditional competitive industries.

With opportunities for supply-side structural reform, a new economy platform must be built so that the region can have its advantages in regional and global competition and promote its development.

Located in the center of the economic corridor in Northeast China, the new area will make full use of its location to gather talents, technology and funds to broaden its economic scale, upgrade its industrial structure and further promote the region's rejuvenation.

With Changchun New Area and Harbin New Area as key development spaces, the Harbin-Changchun urban agglomeration will be constructed into an area that will have key competitiveness and influence in Northeast Asia by complementing each other's advantages and cooperating for innovation and industrial support.

• The need to implement the Changchun-Jilin-Tumen River corridor's opening-up and development strategy

To implement the Changchun-Jilin-Tumen River corridor's opening-up and development strategy, Jilin province will build one corridor and three areas.

By developing the international transport channels that cross China to Mongolia and Russia, the Changchun-Jilin-Tumen River strategy will be stretched to eastern Mongolia and the far east of Russia, forming an international cooperation corridor that connects six Northeast Asian countries and three international cooperation zones.

A key international cooperation zone in Northeast Asia will thus be established with Changchun New Area as its core.

• The strategy to make Changchun into a key city in Northeast Asia

It's an important responsibility and mission of Changchun New Area to upgrade and transform urban areas. Changchun has set a goal of transforming itself into a key city in Northeast Asia.

It needs the new area to further enhance its functions in international services for changing itself from a key regional city into a key international city.

It must also participate more in the international specialization of industry, trade and services and promote its international influence to make itself an important platform serving the country's economic transition.

• An area that could lead regional economic growth

Echoing the national strategy, Changchun New Area must shoulder the responsibility of leading regional development.

To do so, it needs to improve its competitiveness in Northeast China and even in Northeast Asia by establishing an open and innovative industrial system, a strategic platform that could serve the whole region and an international transport channel.

While building diversified urban and rural communities that can share resources, it also needs to build an efficient transport system, improve its image with impressive cities and make it a booming area for innovation, intelligence and happiness by making full use of all development opportunities.

It should make innovation a key driving force behind the regional economic transition and offer support in helping Jilin province apply to be a pilot free trade zone.

It should also build a public service system that offers fair and equal services that cover urban and rural areas. While building a sustainable, efficient and healthy living environment, the new area will also try to promote intelligent management to make itself a smart community.

With the establishment of a number of science parks, including the North Lake Science Park and China-Russia Science Park, the new area will be a demonstration zone for the development.

Based on environmental bearing capacity, development foundation and potential, Changchun New Area will build two corridors — the Harbin-Changchun emerging industry corridor and the Changchun-Jilin high-end service industry corridor — as well as a technology innovation center, an international logistics center and an international communication and cooperation center.

Meanwhile, bases will be built for the high-technology industry, advanced manufacturing, the airport-related industry and the healthcare sector.

The new area will attach importance to three leading industries — advanced manufacturing, services and agriculture — to build a modern industrial system that can integrate global resources in the international industry chain.

The modern industry system will include an established automotive industry and four strategic emerging industries — high-end equipment manufacturing, optoelectronics information, biological medicine, and new materials and new energy.

It will also establish six modern services industries: science and technology, finance, information service, cultural innovation, trade logistics, health and pensions, tourism exhibitions and two modern agricultural industries — a top-rate food sector and urban agriculture.
