Supportive policies for overseas high-level skills (summary of policies)

A special fund of 100 million yuan ($16.3 million) is launched every year to aid overseas high-level professionals financially to establish a business or work in the new district, and award outstanding professionals.

Overseas high-level professionals who independently or mainly take on national key projects or key projects in Beijing will get funding. Meanwhile, the projects must have independent intellectual property rights; technological achievements in demand internationally, have market potential and realize industrialization in BDA.

Venture capital firms that invest in enterprises founded by overseas high-level professionals are allowed to direct capital through venture investment. The stake accounts for 10 to 30 percent of aggregate investment. The amount of a single investment is 10 million yuan at most.

Additionally, the firms are allowed to invest in enterprises founded by overseas high-level people together with other venture capital firms. The stake accounts for 10 percent of aggregate investment. The amount of a single investment is 10 million yuan at most.

Enterprises launched by overseas high-level people, which rent offices and produce in recognized incubators, will get rental subsidies. The subsidies amount to 50 percent of the rent actually paid in one year from the lease commencement date. The term of the subsidies for every enterprise is two years, totaling no more than 2 million yuan.

Enterprises launched by overseas high-level people can get discount loans. The amount of the interest subsidies is no more than 2 million yuan, according to 50 percent of the annual loan interest rate calculated on the basis of the benchmark rate. The term to obtain interest subsidies is three years.

Overseas high-level people who establish a business or work in BDA will be funded for patent fees, postdoctoral research projects and undertaking enterprises, and be supported in housing, visiting relatives abroad, employment of spouses, education of children, physical examination, etc.
