System of technological innovation

Etown has established an innovative market-oriented service system that takes enterprises as its main part, and integrates industry, education, and research together. Etown has introduced dozens of policies supporting technological innovation, enterprise financing, employment and so on, totaling several billions of yuan. What's more, there are innovative public technology service platforms, high-tech business incubators, research and development centers and so forth. Under the system, the outcome of science and technology exceeds 80 percent, among the best in China.

System of human resource services

A series of distinct regional skills award policies, including the award for "Great Contribution", have been introduced. Currently, about 3,000 overseas skilled personnel have established their businesses, and about 1,000 doctors are serving the industrial development in the area.

System of financial services

Finance forms the blood vessels of an economy. To guarantee enough money for entrepreneurs, the development area, a Chinese demonstration base of venture capital investment, has launched financial services, built the first financial supermarket for the science and technology business incubators in Beijing, and founded Sino-foreign lease finance companies, etc. So far, 50 companies have obtained over 8 billion yuan's worth of financial support under the system, bringing over 50 billion yuan investment in the form of social capital.
