In the Beijing Thirteenth Five-Year Plan, smart-city construction is emphasized as a way to improve the living quality of residents. A Smart Community demonstration project has consequently been approved by the Beijing Municipal Commission of Housing and Urban-rural Development.

A smart community approach uses the Internet, the IoT, Big Data, and the cloud in policy and regulation development, property information, and O2O services to provide a safe, comfortable, convenient, and modern living environment, and to shape a management community that benefits government, enterprises and residents.

In addition, a smart community integrates information about government functions, property management, and social services. A smart community is the beginning of a smart city; construction of one leads to construction of the other.

The smart community demonstration project will strengthen data for detailed and effective property management so that infrastructure can be fully utilized; combine pension, healthcare and e-commerce information services; and integrate government resources, property resources, service and management data, e-commerce operations and market resources to benefit every sector of society.
