People in Nanjing city were shocked to discover that a code is required to access the toilets of a government building, sending a signal that people who don't work there are unwelcome, according to cnr.cn.
A staff member said too many people from neighboring offices and factories used the toilets which created mess and lacked hygienic conditions. Securing the toilets with a code was seen as a move to control the situation.
Some people understand the move but still think it's insensitive as government buildings should serve people.
