Efforts will be made to deepen reforms of the administrative system, break up any monopolies, and improve the factor market so that the price mechanism can play its due role in guiding resource allocation.

Meanwhile, China will proceed with the reform of price formation mechanisms and the state reserve system for major farm produce including grain.
