Chengguan violence targeted in Shenzhen

The Chengguan, or urban management personnel, in Shenzhen city, South China’s Guangdong province, are to be investigated for administrative and criminal responsibility for insulting and beating citizens and individuals in the process of law enforcement according to a new draft regulation, the Beijing Times reported Tuesday.

The draft on the law enforcement of urban management personnel was submitted to the Standing Committee of Shenzhen Municipal People's Congress for initial review last weekend.

The draft also regulates the responsibility of Chengguan who conduct other illegal acts including violating legal proceedings, taking a bribe and embezzling fines.

In China, Chengguan are notorious for their violent and cruel enforcement of laws, which has incurred much public criticism,
