Beijing is choking under smog, again. Smog comes and goes, and there seem to be little a single human being can do to dispel the unwelcomed haze, except waiting for a wind to take it away. But we can still hold our breath for blue skies, as Premier Li Keqiang "declared war" on pollution at the opening of the annual meeting of National People's Congress, China's parliament, with the government unveiling detailed measures to tackle what has become a hot-button issue.
