China urges reform of UN peacekeeping

UNITED NATIONS - A Chinese envoy said here on Thursday that the United Nations should pay attention to increacing the relevance and feasibility of its peacekeeping operations.

Liu Jieyi, China's permanent representative to UN, made the remarks at a meeting of the Security Council on peacekeeping operations.

"In its deployment of peacekeeping operations, the council should ensure that the peacekeeping mandates are realistic and feasible, and also clearly define the priority tasks and focuses, and avoid seeking full coverage of every mandate detail and area at the cost of effective execution," he said.

Liu proposed to assess the results of mandate implementation in a timely manner and in the light of the requirements as well as changes on the ground so as to make relevant adjustments to the mandates, including the force level of deployment as well as the scale.

He also noted that peacekeeping operations should be carried out in strict observance of Security Council resolutions, adding that the deployment of peacekeeping operations itself is not the goal, and only through political dialogue can effectively curb violent conflicts.

By highlighting the significance of whether the missions are able to play the role at a crucial moment, Liu also urged to improve efficiency of UN peacekeeping operations through scientifically planning how to use resources effectively and efficiently to avoid overlapping and waste.

Besides, he also said UN peacekeeping operations should enhance their building capacities by providing with training programs as well as supervision of personnel, especially in cooperation with regional organizations.

"The United Nations should augment its support for regional organizations...and give full play to the role of regional organizations in peacekeeping," he said.
