Good first step but not enough

Comment on "China prepares 1st good Samaritan regulation", (China Daily website, Nov 29)
China is not the first country to set up good Samaritan regulation. The United States and some European countries have had good Samaritan laws for decades.
If you ask me, it's rather late to set up such a law, considering so many tragedies like Yue Yue's have taken place.
The regulation is a good first step, but not enough. The law should also regulate that people who are witness to an accident and are able to help but don't should be held liable, too.
