How to cut pollution effectively

Comment on "Nation to launch major anti-pollution plans" (China Daily, Feb 11)
The plan to reduce air pollution should focus not only on imposing fines or limiting emissions, but also on how to guide, subsidize and leverage resources to encourage enterprises to voluntarily choose environmentally-friendly ways of development. For instance, the cost of alternative energy like natural gas and photovoltaic power should be reduced to make more enterprises choose the new alternatives.
The United States has stepped up efforts to generate more shale gas at reduced costs to ease its reliance on fossil fuel. This will help an increasing number of US enterprises to shift their production bases from countries like China back to the United States.
