Guangzhou had more possession and chances but failed to break through Shandong's national team goalkeeper Wang Dalei, who was solid in China's performances in the Asian Cup held in Australia in January.
Shangdong won the shootout 5-3 after Guangzhou's Huang Bowen blasted his shot at the bar.
