Japanese PM says nuclear power plant stabilizing

TOKYO - Japanese Prime Minister Naoto Kan on Tuesday called on the Japanese people not to exercise self-restraint but to enjoy daily life.

Kan said at a news conference that the Fukushima nuclear power plant was stabilizing step by step. And he proposed that the reconstruction after the March 11 earthquake should be future-oriented.
