BEIJING -- The recent reformulation of regulations governing elections within primary-level Communist Party of China (CPC) organizations was necessary to meet new conditions and challenges, the Organization Department of the CPC Central Committee said on Tuesday.

Made public on Monday in a document consisting of seven sections and 41 articles, the reformulation "implements the latest spirit of the CPC Central Committee, responds to needs at the primary level, and focuses on solving problems with a series of practical measures," the department said in a press release.

Within the context of a changing environment, the work of elections in primary-level Party organizations faces many new conditions and challenges, requiring the reformulation of the regulations, according to the press statement.

The regulations also attach great importance to giving full play to the efficacy of the electoral system, while consolidating existing practice, the department said.

There are currently more than 4.6 million primary-level Party organizations across the country, covering different areas, levels and categories, and providing the foundation for all the Party's work and its capacity to take on challenges, the department said.
