Tianjin reaches out to 193 homeless people

Tianjin announced on Tuesday that it has issued hukou, a permanent resident permit, to 193 homeless people living in the city to put them under the social care system.

The people, struggling with communication, have been stranded at the city's rescue management stations for three months or longer without access to relatives, according to Tianjin Civil Affairs Bureau. With hukou, they will be protected under the city's social care system and get better medical treatment.

The bureau said it has worked with the population management general team under the Tianjin Public Security Bureau for two years and worked out a series of measures and regulations to better protect those poor people.

They help find family relatives for them through media outlets, DNA samples and digital facial recognition. The bureau will soon make more efforts, including legal support.
