1 dead, 10 missing in hotel collapse

At least one person is dead and 10 people are unaccounted for after a hotel collapsed in Wujiang district in Suzhou, Jiangsu province, on Monday afternoon. As of 6:40 pm, three people had been sent to a hospital for treatment and four others were in stable condition after they were rescued from the debris, according to the Suzhou government's WeChat account. The rescue is ongoing and an investigation into the accident has been launched.

Icebreaker sets sail on Arctic mission

China's 12th Arctic expedition set sail from Shanghai on Monday and is expected to last more than two months, the Ministry of Natural Resources said. It said Xuelong 2, carrying scientists and other crew members, left its home port on Monday morning. The mission is tasked with monitoring oceanic and atmospheric phenomena and obtaining information about marine hydrology, weather and biological cycles. Its findings will help improve understanding of the Arctic, and will be used to respond to climate change and protect the Arctic ecosystem, the ministry said.

Plan on grassroots governance released

China's central authorities have released a plan for modernizing its system and capacity for primary-level governance. The plan, issued by the Communist Party of China Central Committee and the State Council, stressed upholding the full leadership of the Party over governance at the primary level, and focused on improving people's well-being. Measures should be adapted to local conditions and implemented step by step, while power should be delegated to primary-level governments, the plan said.
