Juvenile abusers punished for bullying in Anhui

A group of juveniles who bullied a girl recently in Shexian county, Anhui province, were punished on Monday, according to local police.

Ten juveniles, led by a girl surnamed Wang, physically abused a girl surnamed Zhu in a restroom, the Shexian public security bureau said in a statement on Monday morning.

Wang and Zhu — who had quarreled on the QQ messaging platform online — encountered each other at a restaurant on Aug 4, the police said.

A Shexian resident surnamed Bao, who shared what appeared to be an unedited video of the assault with China Daily, said she counted 152 slaps to the face of the abused girl in the video, which lasted 4 minutes and 38 seconds.

The video showed several people in the group recording the incident. It was not clear how Bao obtained the shared video or who made it.

In the video, the leading girl gave the victim as many as 32 slaps in one round of the attack.

The police said they imposed 14 days of administrative detention on one of the abusers. Three others, including Wang, were given administrative detentions ranging from six to nine days, but those detentions would not be executed because the three were juveniles between 14 and 16 years of age.

While not carried out, the administrative detention penalties will stay in their files. Records for juveniles can be seen only by a limited number of authorities under certain circumstances, according to law experts.

Two other juveniles younger than 14 were ordered to be disciplined by their legal guardians, while the remaining four were not punished because their participation was not significant.
