The Hangzhou People's Government has issued an action plan for realizing common prosperity goals by the year 2025. The government vowed to consolidate urban-rural high-quality development with annual per capita farmers' income topping 57,000 yuan ($8,900), a rise of around 50 percent in comparison to that of 2020.

The action plan defines the path and goals of promoting the common prosperity of farmers in rural Hangzhou, defining a mechanism and roadmap in areas such as rural industrial development, innovation, capital funding and public services.

By 2025, all rural areas in Hangzhou are expected to realize agricultural modernization, with each village's annual income targeting at least 800,000 yuan from the current 300,000 yuan, according to the action plan.

Further on, Hangzhou's annual urban-rural income ratio will shrink to below 1.7 from the current 1.77 by 2025, it said.
