Online regulations further tightened to protect app users

App developers will be forbidden from enticing users to download their apps by using false advertisements or by posting illegal or improper information, according to a draft regulation proposed by China's top internet regulator.

The draft regulation on app service management also requires developers not to create fake online views or control comments, either automatically or manually, to entice people to download their apps.

The Cyberspace Administration of China issued the full version of the draft as well as an e-mail address on its website on Wednesday, which the public can use to express their opinions before Jan 20.

The document was drafted in accordance with a number of laws, including the Cybersecurity Law, the Data Security Law and the Personal Information Protection Law, as a move to keep app-related development in order and protect the rights of internet users.

Under the draft, developers must take effective measures to guarantee the safety of personal data, and avoid improper collection of user information.

It further states that developers cannot stop offering basic services when users do not agree to provide additional personal information.

If developers discover that the actual identity of a user is different from the one under which they are registered, especially identities that improperly use national images and symbols or which pose as government agencies, they must suspend use of the app.

A few days before disclosing the draft, the administration began a two-month national campaign against people posting fake online opinions and attracting followers by posing as accounts authorized to post information.

The campaign aims to clean up the online environment and protect internet users, as well as maintain market order and fairness.

Online accounts that post false feedback or that fake sales on livestreaming or online e-commerce platforms are the main targets, the administration said, adding that the use of paid supporters to post fake reviews on app stores, mini programs or forums also needs to be combated.
