Proactively engaging the international community in implementing the three initiatives

To further rally international efforts in addressing multidimensional deficits in peace, development, security, and governance, China has consistently put forward the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative (the three initiatives) in recent years. These initiatives demonstrate China's proactive efforts to address global issues and challenges, as well as its practical steps towards promoting global peace, prosperity, and progress.

While China actively promotes the three initiatives, they have also garnered broad support from the international community. In fewer than three years, the Global Development Initiative has received public support from over 100 countries and international organizations, with 70 countries joining the United Nations' Group of Friends of the Global Development Initiative.

The concepts and activities encompassed by the Global Security Initiative and the Global Civilization Initiative have also gained understanding and participation from the international community. International organizations, governments, non-governmental organizations and individuals are the main participants in implementing the three initiatives reflecting both the broad participation in the initiatives and the core principle of maximizing global interests. China's position is that anyone who wants to participate in and support the three initiatives will be welcomed.

The international community is the starting point and foothold for implementing the three initiatives. It is the direct beneficiary of the three initiatives and any measures taken under the three initiatives are ultimately aimed at the better development of the international community.

The international community is a crucial, practical force for implementing the three initiatives. Encouraging the participation in implementing the initiatives is a vital step to ensure their practical implementation, and require ongoing promotion and unity within the international community to sustain their momentum.

China has always advocated for the openness, inclusiveness, autonomy and practicality of the initiatives, creating a favorable premise for international participation. This has, and continues to, involve encouraging as many international individuals and institutions as possible to participate. Additionally, there should be a continuous promotion of diverse channels for participation in implementation, as well as an ongoing expansion of the norms for such participation.
