4. Health care
The per-capita government subsidies for basic health insurance for rural and non-working urban residents will be increased by 40 yuan ($6.3), half of which will be used in the serious disease insurance scheme.
China aims to cover at least 20 million people with serious disease insurance and add more coverage to the program.
5. Pension
China plans to establish a central system for pension fund provision that can be transferred to provinces in case of need. Under the system, each province will contribute 3 percent of their funds to the central provision, to be used to fill shortfalls some provinces may face.
6. Housing
A new three-year plan will be launched this year to address housing in rundown urban areas, and the construction of 5.8 million units will begin. Also, a housing rental market and shared ownership housing will be developed.
