Experts emphasize 'balance' in internet governance

"Personally I think we could not talk on internet governance without talking about internet technologies and vice versa.

"The need for internet governance is generated by the emergence of new technologies but internet governance is also on the demand side of technologies. Whether some kind of internet governance is workable depends on whether technologies are workable."
